Minutes of the SAFIB General Meeting on Friday 17th January 2014
at Brussels, commencing 14.30hrs

1. Welcome
In welcoming representatives to the meeting, Nigel Brown made particular mention of those attending for the first time – Billy Stark (SFA), Fergus McDaid (FAIS) and Jean Francois Niemezcki (FFF). A particular welcome was afforded to Mairead Collins who was attending her last SAFIB meeting before retirement and delegates expressed their appreciation of her considerable contribution to SAFIB over many years, including her having been the first lady to occupy the office of Chairman. Nigel thanked Marc van Geersom and his colleagues at the Royal Belgian FA for their considerable work in making arrangements for the weekend. He concluded by expressing the wish that the weekend be as successful and informative as possible.

2. Minutes of 2013 AGM in Glasgow (Previously circulated)
The minutes were reviewed and considered a true and accurate record of the 2013 AGM.

3. Matters Arising
There were two matters arising:
• Some details on kick-off time in this season’s Centenary Shield were confirmed
• It was agreed that minutes of Board meetings be posted on the website.

4. Executive Committee
The meeting received a report on the Executive Committee meeting, which had been held earlier in the day, including:
• A report on negotiations for the new phase of the Victory Shield rights agreement with BSkyB – more detail is included in the minute of discussions on competitions
• Feedback from Rod Houston on his meeting with UEFA in which he briefed UEFA personnel on the current membership and activities of SAFIB, held discussions on possible future collaboration and was reassured that UEFA would seek to identify opportunities for collaborative work. He felt that there was undoubtedly goodwill towards SAFIB but the process of follow-up will take its time
• Details of a three-year agreement with inspiresport, covering support for the Centenary Shield, The Bob Docherty Cup and the Allen McKinstry Cup and the meeting accepted the suggestion that the bulk of income goes towards supporting the staging of the Bob Doc and Allen McKinstry Cups
• Consideration of a replacement for R Houston when he stands down from the Office of Secretary in September 2014 – the meeting accepted the Executive Committee’s recommendation that Mike Spinks be approached in response to his expression of interest and ESFA reps agreed to undertake this

Sky Sports Victory Shield 2013-14

The results of matches were as follows:

Scotland were congratulated on their success in this season’s Victory Shield and the meeting was of the view that the competition had been well conducted by participating Associations.

Sky Sports Victory Shield 2014-15
The meeting was informed that dates for the next Victory Shield competition had not been drafted because BSkyB, as part of the new round of Rights Agreement negotiations, had proposed that the event be run as a tournament over a 7-10 day period, rather than in the current format. This occasioned, as it had at the morning’s Executive Committee meeting, considerable discussion before the meeting decided to refer the matter to a meeting of participating Associations that would be held after the Board meeting.

Note – as a result of the later meeting, there is to be a meeting of all parties in London on Thursday 30th January 2014.

Centenary Shield 2013-14
The following planned schedule of games was reported to the meeting:
Thursday 6th March - SSFA v NISFA – East Fife FC
Thursday 6th March - WSFA v FAIS – Cefn Druids FC, in Wrexham area
Friday 14th March - WSFA v ESFA – Wrexham
Monday 17th March - FAIS v NISFA - Sligo
Thursday 20th March - SSFA v WSFA - Hamilton
Friday 28th March - ESFA v FAIS – Ashton Gate, Bristol
Friday 4th April - NISFA v ESFA – Comber, KO 5pm
Friday 11th April - ESFA v SSFA - Blackburn
Wednesday 16th April - NISFA v WSFA - Knockbreda FC, Belfast, KO 3pm
Thursday 24th April FAIS v SSFA – Oscar Traynor Centre, Dublin

The meeting noted that the age qualification date would be boys born on or after 1st January 1996

Other tournaments
U15 Girls Tournament Bob Docherty Cup
This event is due to be hosted by English Schools FA and will take place at Repton School, Derby, on 14th – 17th April 2014

The draw for the competition was made, resulting in the following groups:
• Group A – Republic of Ireland, Northern Ireland & Slovakia
• Group B – England, Wales & Scotland.

Inter-Schools Football – British Isles U14 Schools Championship for the Allen McKinstry Cup
The ESFA intimated that it is also pleased to host this event, which will take place at Lilleshall on 23rd - 25th May 2014.

Other friendly fixtures
Members were asked to notify the Secretary of fixtures and results.

6. SAFIB AGM 2014
The WSFA and Welsh Football Trust confirmed preparedness to host the 2014 AGM, in the Cardiff area, on 19-20 September 2014. The theme for the meeting would be Disability Football.

7. SAFIB Winter Meeting January 2015
Thomas Sporri reiterated his offer to the Executive Committee, namely that the Switzerland FA would be prepared to host the Winter Meeting on 16th and 17th January 2015, probably in the Zurich area. A theme for the meeting would be intimated to members after Thomas had an opportunity to consult with his colleagues in Switzerland.

8. Arrangements for the Weekend
Marc van Geersom furnished the meeting with detailed arrangements for the weekend.

9. AOCB
Nil

Company representatives Tom Shorey and Steve Butchart joined the meeting and gave a presentation on the company’s work before answering a range of questions from members.

In closing the meeting at 16.10, Nigel Brown thanked all present for their contributions.
